Could Not Complete Your Request Because of a Program Error

I just downloaded Photoshop an hour ago on my Windows laptop, and I can't get it to upload any of my files, run any tutorials, or even close the program. Anytime I try any of these, a message box stating, "Could Not Complete Your Request Because of a Program Error," appears. The only way I can even get the program to close is to either retard my computer, or shut it down and start it up again. I'd appreciate any help if someoe knows what's wrong.

How much RAM and spare disk capacity?

Have you tried resetting the Photoshop preferences?

I'm on Windows 10. I was running the 2017 photoshop forever and just 'upgraded' to the latest version. I open the .psd files I was working on from the 2017 photoshop, and I get this same error message now when trying to merge layers, copy merged layers, etc. I tried resetting preferences. I tried unchecking 'enable generator'. I tried removing photoshop preferences folder manually. Graphics card up to date. I've seen a lot of similar comments with people getting the same error message complaining that Adobe wasn't able to help them solve their problem. I've seen Adobe telling people the problem is with their file types. There's nothing odd about any of the file types I'm trying to work on. They're just the same old .psd file types from the older version of Photoshop. The only thing that has worked SO FAR is uninstalling the most recent version and rolling back to 22.0.1. I wish I'd never uninstalled the 2017 version. Maybe this will work for you? I hope so. Good luck to you.
