Could not complete your request because of a program error

Hi, I started getting this message when starting up Photoshop CC2018 last night.

I don't get this error when starting in Administrator mode.

To attempt to resolve I have cleared the preferences utilizing Ctl+Alt+Shft without success.

Have also completely uninstalled, run Creative Cloud Cleaner Tool, restarted & reinstalled.

There is no e:\jenkins folder on the computer

In the Interface Preferences all Screen & Artboard preferences are set at default. The rest of the settings are

Running on Windows 10 Pro.

When you go into Event Viewer click on Application and over on the right side you should see Filter Current Log

Put a check mark in the Error check box to filter the log and click OK, then look for an Application error relating to Photoshop.exe

All, I have solved this problem. Set the preferences in the Text Engine Options to Middle Eastern and South Asian.
