Could not open (name) because Dynamic Link is not available

I used to be able to open simple (2 minute or less long) video files in Photoshop. But at some point (most likley) updating to the latest version of Photoshop I no longer can. I get an error message stating that "Dynamic Link is not available".

 

I have spent the last hour trying multiple "solutions" on the internet. And nothing works. I have reinstalled Photoshop and Adobe Media Encoder. I have removed/replaced Trace Database.txt files in the Library. I've restarted my computer multiple times. Removed preference files.

 

Nothing works.

 

It is frustrating that there is no official solution othat I cna find through Adobe and nothing seems to work. I do not want to uninstall the entire Creative Suite. I just want the ability to edit small video files thorugh Photoshop. 

 

Running Photoshop 2022 on MacOS 10.15.7

 

If anyone has a solution before I lose my mind I'd appreaciate it.

Just to doublecheck - are you definitely on 10.15 and not running on a new M1 Mac?

 

Couple of things. Do you have Premiere installed on this machine? If not, try installing it and then running video in Photoshop.

 

Try creating a new Admin user account and run Photoshop from the new user account to see if the problem goes away: https://helpx.adobe.com/photoshop/kb/basic-troubleshooting.html#permissions

I am not on a new M1 Mac. I'm on a 3 year old Macbook Pro from 2018 running 10.15. No issues before today. I do have Premiere installed which oopens and edits video fine. 

 

I just setup a new temporary user account. Tested and found that it also pops up the exact same error message saying "

Dynamic Link is not available".

Are you running any antivirus or have a firewall turned on?

 

Are any other Adobe applications running at the same time as Photoshop? Premiere or Bridge? If you restart you computer, launch only Photoshop, does it work?

I tried restarting with only Photoshop running. I still got the error. 

 

I renamed the Library - Preferences - Adobe - dynamiclinkmediaserver folder as Pedro mentioned in the other link. It still gives me the dynamic link is not available error.

This issue is still unresolved. Does anyone have any advice or solution on how to fix this issue?
