Could not save Preferences because the file is locked, you do not have necessary access permissions, or another program is using the file. Use the āGet Infoā command in the Finder to ensure the file is unlocked and you have permission to access the file. If the problem persists, save the document to a different file or duplicate it in the Finder.
This is driving me mad. the box comes up every time I quit PS and next time I open PS I have to start anew on workspace etc.
I have Photoshop CC2018 on subscription on an iMac and a MacBook Air running Sierra. I installed High Sierra on iMac but above pref msg came up before that. On the laptop it is fine.
1. I have tried resetting permissions.
2. Deleting prefs file (holding CMD+ALT+SHFT) on PS startup
3. Going in to prefs files themselves and deleting them.
Any ideas?

Check your user id permission for the tree your preferences are saved in the files are in a tree with a path something like. This may be hidden. "C:\Users\user id\AppData\Roaming\Adobe\Adobe Photoshop CC 2018"

As I wrote this may be hidden both Apple and Microsoft hid thing on users by default. You need to change the default settings for Finder and Windows File explorer to see hidden folders,

Correct you need to find out what hidden folder on you mac your Adobe Preferences are hidden in. Like I wrote Apple hide things on users. Here is a link forget that the link stated CS6 use the CC 2018 instead when looking. You may need to change Finders settings I have not use a mac since OS9.

If you delete your User ID Photoshop Preferences files so your User ID Photoshop preferences folder is empty. When you start Photoshop does Photoshop create a set of Default Preferences files for your user ID in your emptied folder? Here is where Adobe starte Mac preferences files are. Change CS6 to you Pgotoshop version. Photoshop CS6 preference file functions, names, locations
On Windows systems the all seem to be in the sameFolder but the link show some Paths that do not existr on my Windows 10 system. Im not usinf XP. On Mac That many not be the case I see "CS6" is not present in some of the paths posted in that Adobe link I posted.

Hi JJMack,
Im having a similar and very frustrating problem where my settings are not saved when i quit Photoshop CC 2018. To be specific, I am only changing the cursor setting to 'crosshairs in brush tip' and 'open new documents as tabs' in workspace.
I have unhidden my User Library and located what seems to be those files (picture of Finder window attached). They say 'last modified today' yet are still not keeping those settings for me.
As per the instructions at the beginning of the article you linked, I reset the preference files by holding Command+Option+Shift when booting photoshop, and clicking yes to delete the setting files. When i did that it opened with an entirely different display, the darker grey one in the attached picture. I changed the setting again, pulled up, edited and saved a random psd file for good measure, then quit the app.
When I restarted the program it showed the way it always does! (lighter grey attached picture) with none of my presets saved.
Am i doing something wrong? Do you have an ideas about what to do?

I do nor know which Preference file cursor setting are stored. I just changes my cursor preferences and exited Photoshop and look at my Photoshop preferences folders 10 Preferences files were Changed in this timeframe. I outlined them in red. Of the 4 I outlined in Green. I would thing one of the green outlined files would contain the Cursor setting not Toolpresets.psp.
