Cracked/peeling paint over face question

So I spent hours into the night and now trying to figure out how someone created this effect in the image attached.  From what anyone can tell is it a brush or template or did they manually create the effect?  Thank you in advance for any assistance.  

 

From what I can tell it's a layer they applied over his face but just stumped.

The two layers could be combined in that way by adding the texture layer in front of the face, and then applying a layer blending mode to the texture layer; and then using a mask on the texture layer to keep the texture out of the left side of the face. As you can see in the demo below, once you know which steps need to be done, this can be done in about a minute.

You can build up such an effect with layers, blend modes, and painted masks. This quick example starts with a cracked wall image and a simple face image. I have shown the blend modes in the layer name for each layer
