Create an action with .atn scripts Photoshop

Hello !
I created an action on photoshop to automate the creation of images containing dynamic objects using scripts.
I would like to be able to modify the data of these scripts by hand to then apply them in a javascript program.
For example, I miss text replacement.
The final goal being to launch my program to generate an image from a template, specific texts and specific images.
When I try to export the action scripts, I can only get .atn format.
This format cannot be modified in the text editor.
After some research, I thought I understood that it had to be converted to .jsx but I couldn't.

Is there a way to achieve what I want?
Do you know any photoshop tools or api that would join my research?

    I would recommend rebuilding the action as a JavaScript, not converting it... That being said, if you do wish to convert the action to a script you can use xtools:
