Just recently began my endeavor into photoshop, and I’m running into a problem creating an initial layer above my background layer. I’m basing my actions off a YouTube tutorial, however, when I attempt to fill my first layer I get a message that says the fill command is not available. I’m sure it’s a simple error on my part that has been covered before, but can somebody help me out?

There is known issue when opening images from Lightroom. Try to open Photoshop first then open Lightroom then open image in Photoshop.

So you are recording action and the problem is that step Fill cannot be executed? The Fill command is greyed out in menu when Photoshop is trying to execute that command. Possible problem(s) based on your statement above that you have created blank new layer above Background layer:
- layer is hidden
- layer is not selected
If you have tried solutions above and still cannot make action work then please post screenshot with Actions panel visible (expanded action with steps), error message and Layers panel visible.

From what the OP writes, I don't think he is using or recording a Photoshop Action. With 'actions' he simply means his own steps to do things.
Another reason why the Fill menu may be dimmed is if you have the wrong type of layer selected. For example; you can't use the Fill menu on a text layer. Josh, if you still have this problem, then post a screenshot that (also) shows the layer panel.

You can step through the action by double clicking each step. One possibility is that the new layer that you just created is not actually selected, so check for that. Otherwise, post a screenshot of your action and of your layers panel.
As stated before it could be a text layer or there could be other reasons, but you might see it when you step through the action.

Tysbk you so much for your replies. What I meant by ”action” was simply the steps I am taking. I am not running or recording any actions. Sorry for the confusion. So far I have applied basic edits in Lightroom then opened the image in Photoshop as a 16 bit TIFF. I can add adjustment layers, and they work as expected. However any new layer added shows up transparent and is unable to be filled. I’m currently traveling and am unable to connect my laptop to the internet, so a true screen shot wont be possible. Is there a way to upload pictures via cell phone in this forum?

Check to see if it’s locked for transparency as this is the most likely scenario, although it may not be true in your case.
“?” is the shortcut.

The new layer is unlocked. The background layer is locked, however unlocking it makes no difference.
