Creative Cloud Libraries not initializing at startup? - Photoshop 21.0.2 macOS Catalina 10.15.2

At Photoshop 21.0.2 startup on my Mac running Catalina 10.15.2 I get this message;

Due to a problem initializing CC Libraries, existing links to library graphics will appear broken and new link creation may fail.

Is there a way to resolve this issue?
