When selecting the crop tool in Photoshop 2024 (and the Photoshop 2025 Beta) the default option is always ratio rather than dimensions. No matter how many times I change the selection to dimensions, it always reverts back to ratio. This behavior is new and wasn't present in earlier versions of Photoshop.

Same problem as you and cannot find an answer. Also when I crop to say a 20x25mm image it always comes out a differnt size, Very annoying and slows up workflow

Jay@TeamPurple - This does appear to be a bug. Even changing the tool without a document open (which should set the default) reproduces the same error.

The other odd aspect of this is while this does show "Ratio" - the W H Resolution is still checked in the dropdown.

I started having this same problem today as well. Found out after delivering a bunch of cropped files that came out as ratios instead of the width and height I had specified. I'm having to quadruple check every file. Anyone ever find a fix?

same problem here: the dropdown menu has a weird behaviour: W x H x R acts as Ratio and (sometimes) vice versa; pretty annoying

Dumbest (at least temporary) fix I fell upon just now. Had same issue, cropping tool would only allow me to crop at a given aspect ratio. No custom crop sizes. Very difficult to get a proper cropping when deailing with sports photography, or any other really. I cropped something which turned out horribly, as expected, then hit the "reset (left u-turn) icon" on the top tool bar, followed by "Edit -> Undo" in the main menu. For some unknown reason the cropping tool now allows me to crop (as expected in earlier versions) - resize top, bottom or either side independently. Not sure why this worked or for how long before the old default comes back. Also, if you have Adobe Cloud subscription, the obvious fix might be to load up an earlier version of Photoshop, like 2024.
