When will the Photoshop SDK for CS5 be available? Is there any information at this time on changes that we need to be aware of as PlugIn developers?

Other than the obvious (Mac 64 bit means the UI must be cocoa), not much to tell you.
The new SDK should be available at the same time we ship CS5.

The CS5 SDK is now available. The C/C++ SDK as well as the Panel Guide is now updated for CS5 information. For porting your plug-in to
Cocoa see the Dissolve filter example in the SDK.
