Which version of Photoshop and Windows are you using? Can you share a screenshot/ screen recording of your workflow?

Did you try any troubleshooting steps so far? Do you see any error messages?

 

You can try to reset the preferences of Photoshop using the steps mentioned here: https://helpx.adobe.com/photoshop/using/preferences.html#reset_preferences.

Please back up your settings prior to resetting the preferences. You can check: https://helpx.adobe.com/photoshop/using/preferences.html#BackupPhotoshoppreferences

Photoshop does not support editing multiple layers. All editing tools work with only one active layer.

Operations with muliple layers are supported only for transformation, grouping and other interaction not related to changing pixels content.

1- Group all layers, then doube click on the group and apply layer style , select the fill from the side bar
