I am trying to erase something and the cursor isn't a circle, its a crosshair. My capslock is off and I checked in preferences and I have normal brush selected.
How big is the eraser brush? If the circle is bigger than the image window you will only see a crosshair

If your eraser size is 10 px or less, the circle becomes a crosshair.

Is there any way to avoid this? It's incredibly annoying. I just want a tiny circle. I can't find it anywhere in the "General" options or otherwise (using Photoshop 22.1 on OS X 11.1).

use precise cursors

That is an Illustrator preference - not Photoshop (where it is set in Preferences Cursors)
