Custom keyboard shortcuts for "Duplicate Frame" under video layers do not work.

This is a repost because I realized I originally posted this in Discussions instead of in Bugs:

I've tried setting custom keyboard shotcuts for "Duplicate Frame" as per this answer, however out of many different attempted shortcuts, none will trigger the action. I know it's not another program interfering with the shortcut because I've tested various combinations including Ctrl+Shift+S, which works perfectly fine when set to its default, Save As.

Another user commented on the thread I linked almost 3 years ago with the same problem and there's been radio silence since. Seems like this feature has been broken for all this time.

1. Version: Latest
2. OS: I am using Windows 11, but the person in the thread I linked seems to be using Mac, so this bug exists across platforms.
3. Steps to reproduce:
   • Try setting a keyboard shortcut for "Duplicate Frame" 
   • Try using the shortcut.
   • Notice that it doesn't work.
4. Expected results: The shortcuts set will work.
