I don't see any way to switch off that banner and for good reason:

 

Adobe is getting ready to retire Save for Web. Since CC 2015, it's had a (Legacy) tag in the command for a while.

Legacy, in computing, is commonly used to state that a feature is deprecated — no longer intended to be used, and has an alternative provided.

Save for Web is built on the former ImageReady product (now discontinued), and the code is too antiquated to maintain and develop new features.

So it's a polite reminder that it will not be there in a future version of Photoshop.

Works nicely.  S4W must mean it would only affect the Save for Web dialog.

I'll mark it as correct with the precaution of backing up the old .dat file before replacing it by changing .dat to .bak or adding a tilde ( ~ ) to the front of the old filename.
