i wish to state that i don't know if is allowed to post a "Do you know how". I Hope it is.
I find these artworks by digital artist Jessica Andersdotter:
I'm tyng to understand how it could been made and wich kind of effects she used.

For the trails you could made a duplicate layer set to Screen mode, and stroke a path on it with the Smudge tool:
It takes a bit of experimenting to get the settings for Smudge just right, and you'll probably need to do the stroke several times in a row to build up the effect. In the example above, I did the stroke six times.

The floral components look like they could have been photographs originally.
Those could be assembled into a montage with Smart Objects and Layer Masks.
The coloring could be done with Adjustment Layers or Layers with a Blend Mode like Color.
For the »smears« terminating in »solid components« I am afraid neither Motion Blur nor Path Blur would prove an immediate solution, but a work-around with multiple SO instances and Smart Filters might be an option.

I see no reason why it would not be legitimate.
The images may not have been edited with Photoshop at all but certain of the effects can be emulated with it.

To ensure the direction stays the same for multiple strokes one could create a Path and use »Stroke Path« with the Smudge Tool, but quite likely that is so un-spontaneous that it would not offer a relevant advantage.

That's exactly what I did.Just plan what you are doing, set up the necessary tools, and tweak until the desired effect is achieved.

Another thing you could try is running the Wind filter on a duplicate layer, and then reduce the opacity of the duplicate. Since Wind only runs horizontally, you could use Image Rotation and/or Polar Coordinates to get the effect to go the direction you want.
