Does anyone know how to use generative expand if there's multiple layer

I'm new to photoshop, so please bear with me :). So i want to use generative expand in my image (photos attached), so I click the crop tools. BUT, the handle bar is not on the image I wanted instead it's on the canvas/background. Do you guys have any idea how to solve it?

@Adrian Attha check your options bar at the top. You still have your Crop tool set to Transparent and not Generative Expand.

Do you wonder why the Crop tool does not automatically identify solid color pixels in images but instead chooses the entire canvas area? This is because an image may contain transparent pixels that are considered part of it.
