I subscribe to photoshop and LR monthly....is the new mobile app included? If I down load it will it ask for my adobe account info

If you have installed the application, you would need to sign in to the application with your email ID registered with Adobe to activate the application.

What does limited time mean? What happens at the end of the limited time? Does the photography plan not include Photoshop for Mobile and will Photoshop for Mobile stop working after a while if one is logged into the photography plan account?

The limited time clause only applies to the 20GB Photography Plan. Before 31st Jan 2020 Photoshop for iPad is included in the package, but after 31st Jan it is not.
The 1TB Photography Plan is not subject to the 31st Jan limited time, so maybe after that date Adobe want you to upgrade to the1TB Photogarphy Plan to get PS for iPad.....which would make far more sense than getting it separately from Apple.

Hi,
The limited time doesn't apply to current subscritions that include Photoshop desktop as part of its plan. The faq needs updating.
Limited time affects users that are looking to purchase a new subscription of the $9.99 Photography plan.
