Dragging a layer to an exisiting document

I have a file setup as a 13" x 19" document. I have created a second file which is 10.375" x 14.75". I want to drag the smaller file into the larger but when I do that, it is no longer 10.375" x 14.75". It appears significantly smaller. Why is that?

What are the ppi settings in the two files, it sounds like they are different?
