Can someone explain to a PS newb why my drop shadow remains when I'm using a mask? I mask away part of the image, but the drop shadow stays.

I have the same question! I'm sorry that I do not have an answer but I'm hoping that perhaps this bit of activity might bump this question?! :). Fingers crossed!

Good question for developers. They are actuallt providing option to hide effects using Layer mask, see screenshot below.
On second look it seems you have technical problems with screen refreshing or similar because I can not reproduce what is shown on below screenshot with configuration as on above screenshot. I am using latest Ps on Win 10.

You can also put the drop shadow on its own layer. Right-click the "FX" on the layer, and from the dropdown menu choose "Create layer."
