Effects on a photo

I'd like to create my OWN photo with this effect (Black & White Love Kiss Abstract Art on CANVAS WALL ART Picture Print A4 A1 A2 | eBay ) any advice on how???

This picture (it looks great!) reminds me a lot of sculptures made of fiberglass / carbon fibres / angelina fibres because the people don't have teeth and eyes. Like these ones:

There is no magic button for that kind of effect

Experiment with filters.

On a new layer > Filters > Stylize > Fibers.

There are many ways to create things like this. Your best bet is to research different techniques and see which ones give you style you are looking for.

If you search online for abstract Photoshop tutorials you will find many videos and step by step guides.
