Enhanced Control Option

I have got a new option in the Edit Menu - Preference - Enhanced Controls? but it is disabled? How can I enable it? what are the benefits of this options?

As far as I know it contains preferences for the Touchbar on MacBook Pro which were previously in Technology Previews. It will be greyed on other systems.
