Why can't I export a small 8-bit file from photoshop version 25.2? The Format drop down is not offering it as an option, and when I try "Save as" it does not show as an option either. Any advice?

Update: I mean I don't have the option to export the file as eps!

Use Save As a Copy or set up your file handling preferences to use Legacy Save As.

The file doesn't meet the EPS requirements, so it isn't available in Save As without being a "Copy".

The reason that it isn't available in Export As/Quick Export or Export > Save for Web (Legacy) is that "export" is for devices/screens and not print. You will not see TIFF or PDF there either.
