Everytime I restart Photoshop (CC 2022) everything resets to default settings

I had to reset it about a month ago, to reset preferences on quit. Now it does it every single time I restart. How do I fix this? I'm using MacOS

Did you allow Photoshop Full Disk Access in your Mac OS Preferences/Security and Privacy?

It was not, and it worked! Thanks so much, I never would have figured that out on my own.
