I've been using Photoshop since the 1990's and the Save For Web function is critical to my work. For several years now this was made a "legacy" function, thus I use the Alt + Shift + Ctrl + S keys to "export" for web.
Last week this worked fine, today nothing happens when I either use those keys or select the File > Export > Save for Web (Legacy) function.
This is not good. I use this function ALL. THE. TIME.
Would really appreciate help on this!! THANKS.

@FloridaGal it's working for me with both the shortcut and going to file > export > save for web, with Photoshop version 25.11 on Windows 11
Have you tried manually resetting your Photoshop preferences
https://helpx.adobe.com/ie/photoshop/using/preferences.html#Manually
Remember to back up your settings before doing the preference reset

Everything works for me as well, so the problem is likely local to the OP's machine.

I have both 2024 and 2025 builds on my machine at the same time (temporarily), CMD-OPT-shift S doesn't work ONLY in P'shop 2025.

Thanks both for the input, very much appreciated. I restarted Photoshop and it worked fine but I've done that a couple of times now, in other words it's a bit flaky. Sometimes it works, sometimes it doesn't. Seems like something going on with my OS. I'll try resetting preferences, thanks for those instruction links.

I'm having the same issue with latest version on Windows 11 (fresh install of both). Need to restart PS to bring the function back.

Follow-up: I've been doing some tests and will report back but basically I'm finding if I open Photoshop first, then open the file I want to save for web, the function works fine. It seems like if I double click a file to open it (rather than opening Photoshop first) that's when the function doesn't work. Please note that I haven't tested enough files to confirm this is the case, I'm just saying it seems to be that way. Will report more when I'm sure.

FWIW - having worked with this for a few days, I can confirm that when I double click to open a file from a folder in File Explorer instead of using File > Open within Photoshop, that is when then commands do not work. I have to open Photoshop first, then use its commands to open the file and then Save for Web.

I have tried it multiple ways as you have done and cannot get it to work as it always has with Alt + Shift + Ctrl + S.... which is really a problem in time consumption for power users.

i gave up trying to get "save for web" to work, so now i use "export as" and created a shortcut (F12 for me) and it always works. Same features as save for web, but it works every time.

Export does not have the same features, that's the reason SfW is still around.

I have the same issue right now in October, but it doesn't metter how I open a file or whether it is an entirely new document or an existing file. Save for web just doesn't work at all. (Version 25.12)

Update: What probably resolved my issue now was deleting everything I could from AppData\Local\Temp folder.

My Save For Web shortcup suddenly stopped working today. I'm running Photosop 26.0.0. The shortcut didn't work. The Export > Save For Web (legacy) also didn't work. I tried restarting my computer and photoshop multiple times and it didn't work. What worked was reading your suggestion here... I had to open Photshop first, then us its command to open the file, and then Save For Web. Thank you! I use Save For Web a lot... So I hope this shortcut function doesn't go away.

STATUS UPDATE... The process of opening Photoshop first only worked for 1 day and stopped working the next day. So I tried the other solution mentioned here: Delete Preferences. I tried that and Save For Web worked again. This is not a great solution as I prefer to keep my preferences. *sigh*

Thought I'd help by pinpointing exactly when this error was introduced for me.
I downloaded a couple of plugins från Adobe.
In order for them to work, I had to open Photoshop with Rosetta.
Did this. Then switched back to normal way of starting the app
(since simulating Intel took like forever...)
This is what caused the legacy web export to stop working.
Been using the command since mid 90's - and I want to keep doing so,
sinceit is way faster, has more options (options relevant for me).
Did anyone have a fix?

Actually fixed this myself.
This is what I did. (version 25.12.0, MacOS Sonoma, MacBook Pro M3 Pro)
1. Quit Photoshop
2. Held down command + option + shift while restarting.
3. Deleted preferences file via the dialogue box.
4. Good to go!

STATUS UPDATE - Adobe updated my Photoshop to Version 26.0.0 - and this issue has gotten worse!!
Now I not only have to open the file within Photoshop first (rather than from File Explorer), but I actually have to RESTART Photoshop each time before using Save For Web when I've been processing other files.
Save for Web is indispensable because I need to downsize the dimensions and resolution of original images for use on my website. Save as a jpg doesn't do this for me. This "new" development is very frustrating and a real time waster.
I'm going to try to reset preferences again, but I totally DREAD doing this since there are so many customizations that have to be reset and it totally messes up my workflow.
Sign me very frustrated ...

I have been using Save For Web for years. This failure is driving me crazy. Almost as bad as when Adobe would not let me reinitiate my registration for my paid-for and totally reliable version CS3 because their server no longer existed!! I am no w paying a monthly subscription for a product that keeps changing things (and not for the better!).

EXACT same issue here. Been using Photoshop since CS2 days, and never had this issue.
Now I have to close PS and open again for every 'save for web'. Extremely frustrating.
@Adobe please address this; it's apparently not a "specific user's" issue anymore.
