Hello,
I have banners on my homepage with a size of 1300 x 300 pixels and would like to integrate a square (!) image there and have the background extended to this size using AI.
So I open a workspace of 1300 x 300 pixels, load the (huge) stock photo, place it in the center and drag the size as I need it.
Then I want the background to be generated for the free areas.
But apparently this is not possible, as the function only works for the image itself?

The stock photo has been placed as an embedded smart object, therefore, I am guessing that it needs to be rasterized (Layers > Smart Objects > Rasterize). I say guessing because I haven't tested if generative features can work with source smart objects (the result of generative fill is itself a special type of smart object).
EDIT: I just tested and it works with a smart object as source. I loaded the layer transparency as a selection, contracted by 1px and then inverted the selection before the generative fill with an empty prompt.

So you first have to give the image a sufficiently extended background and then drag/resize it into the limited workspace?

Do you have a selection to fill?
Is the entire image 1300px wide, including the white sides, or is it just the image that is 1300px? Why the white sides anyway (not that it matters if you use a selection to fill them)?

The photo is a stock photo and “huge”.
The motif should be placed centered in the 1300x300 pixel banner, possibly scaled down/enlarged so that it looks good.
If there are still white bars on the left/right, these should be replaced by a generated background.

As you can see, I have positioned the “large” photo appropriately on my 1300x3000 pixel workspace and would now like to generate a background on the left/right.

You didn't answer my question:
Do you have a selection to fill?
Note what I wrote about how I produced my example:
