eyedropper tool not working

when i choose from 'hue-saturation' a specific color and try to use the eyedropper on the picture, the tab disappears.

i can't work

the color ajustment tool works the same on gif or pic so i am just showing the isuue

Reading this discussion I noticed that to me these commands of the saturation hue panel are disabled

how can i enable them?
