My PC System is Windows 11 Home 32.0 GB (31.4 GB usable) 64-bit operating system, x64-based processor. There are 2 questions here:
1. When I open PS2024(V25.31), thw window alway pops up: "This Face xpressin file is bad or corrupted" How to deal with it?
2. Whether i'm using PS (Beta) V25.4, I can't use the features in the new Parametric filter, Whenever I select any of the functions, PS will automatically shut down, I try many times with the same result.
Hope to get a solution to the problem as soon as possible, Thank You!
Merry Christmas and Happy New Year

Do this for the "This Face Expression File is bad or corrupted" message box:
Since your second question is about Beta, please ask it here:

I can't follow your path but can be found from: c://ProgramFiles/Adobe/Adobe Photoshop 2024/Required > "Deefault Face Expression Prests.p3f"(Please see attached) , rename it to "Deefault Face Expression Prests.p3f.old" and restart Photoshop, The screen will stii pop up "This Face xpressin file is bad or corrupted" and another "Could not load default Face Expressiion presets"(see attached), Please advise, Thank!

Yes.
Renaming the file will preserve it in case you need it, and a new file will be recreated after restarting Photoshop.
