Feature Request: Eyedropper - Sample From Particular Layer

Hello all,

A feature request:

When selecting the Eyedropper tool, we have an option to select from which layer we wish to sample the color from. These options are:

Current Layer

Current & Below

All Layers

All Layers No Adjustments

Current & Below No Adjustments

Can we add a request to add more to these options? Such as:

-Select Layer... (in this case we would choose only a single layer to sample the color  from)

-All Layers except... (in this case we would sample colors from ALL layers except those we choose not to)

How we can submit this as a request, or maybe somebody here could submit it?
