File extension not saving correctly

If I have a tiff file and save as jpg  - the file name keeps the tiff extension and vice versa.  

This seemed to happen after I updated my mac from Siera to Catalina OS.

Mac unfortanetly lets you name files with any extension even though is wrong. I dont have Catalina and will not upgrade until the issues are resolved. Curious what are your settings finder >> preferences?

The update link I was just given fixed the problem.  It now saves the extensions as before.

I still can not save my tiff files "save as", it goes till 92% and nothing happens. I have trouble to open photoshop as well.
