I had exported my video clip from Premiere Pro 1.5 as a filmstrip then did the drawing in Photoshop using the first frame. I selected my changes, click COPY, and wanna paste it at once in all the remaining frames. (in the exact same location)

The question is: Is there any way to automate this process, pasting my selected change in all the others frames in the exact location as the first frame?

For now i have to adjust manually everytime i paste into a frame.

That would help a lot.

You might be able to write a script. If you are indeed "drawing" then this is not scriptable. Is there a way you could "draw" using selections and or paths and strokes. Turn on the actions palette and see if _all_ of your actions are getting recorded. If they are then there is hope with a script to apply to the rest of the layers.
