Filter gallery greyed out

So I have tried everything that is normally suggested for this issue. And still it doesn't work. It seems to only be grayed out for things I have copy and pasted like it doesn't want me to put filters on stuff I copy and past into my work. And it's really stopping me from getting stuff done I need an answer as soon as possible please

Please post screenshot of entire window with Layers panel expanded and visible. Click on layer in question to select it then check Filter menu. If filters are greyed out take screenshot and post it here.

Hi @Steven27937000jap7 sorry you are having this issue.

 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
