I spent an hour on tech support chat yesterday with remote access. They deleted preferences, even downloaded and installed an older version of PS. Nothing they tried fixed the issue. If snapping is disabled, snapping should be disabled. I don't understand. 

I saw that, thanks. Has no effect. Not sure what you mean by "same function with different approaches." I cannot skew but I can distort and free transform without snapping. It appears to only be affecting skew while yesterday when I was on tech suport chat for an hour, both skew and distort had forced snapping. 

Okay, thanks for that info. I apologize, I couldn't see the menu very clearly on your video. Right now, I can't duplicate the issue (Windows 10, Photoshop 24.1 Release). In fact, I can't reproduce snapping like you show with the snap settings on or off using Skew. As @jane-e suggests, you might try resetting Preferences. How are your settings configured in this section?

Using the Control key with Free Transform allows you to manipulate one corner at a time. I think you chose Skew, but  the video went too fast to catch it. So you are doing the same function with different approaches.

For testing purposes only, do you get the snap when you use Free Transform and no modifier keys?

Possibly resetting Preferences will fix it, but test it first.

If  you reset Preferences manually, the first step is to back up the Preferences file by renaming it, then a new one is created on relaunch. If it doesn't fix the issue, the new one can be deleted and the old one renamed to its original name.
