Lossy compression does affect image quality. Whether the loss is acceptable is for you to judge. Use Save for Web (Legacy) and move the quality slider whilst watching the file size under the preview and the image on screen until you find a balance that works for your image..

Finally - never save a master file as a jpeg then resave it. Compression artefacts are cumulative. Always save the master as PSD or TIFF and export the jpeg/png copy as required.
