Free Transform brings up hand tool and I can't get rid of it.

I can transform, but can't make adjustments.  Any tool that I select still comes up as the hand tool.  I can escape transform, but the problem returns when I bring it up again.  I can't do anything to this file as no tools are available.  iMac Big Sur.  Latest version of Photoshop.

Hi, I saw that many times

sometimes is just your space bar is hold, just hit the space bar

or reset the preferences
