Is there a preference setting to determine if Free Transform defaults to fixed aspect ratio? I would prefer the default to be "Fixed" as I use it mostly to resize smart object layers.

Do you want to retain proportions while resizing? The later versions of Photoshop do this without using a hotkey. (You just click + drag a handle.) You can still use the old way via Preferences > General > Use Legacy Free Transform.

In addition to the settings in Preferences, there is a link button in between the W and H when you are in Free Transform. When enabled, the aspect ration is kept. When disabled, it distorts.

Thank you Jane. I actually use that button all the time. What I'm asking about is selecting the default condition. If that is found in preferences, I have somehow missed it. There are exceptions, but my primary use for Ftee Transform is to scale nSmart Object layers. I want the aspect ratio maintained but for some reason, on my Win 10 system, that is OFF by default and I have to select it every time.

I found the issue. I had "Legacy Free Transform" checked. Clearing that fixed my issue. Thank you all.
