I think this feature exists in Premiere, but many Adobe programs, Photoshop, Illustrator, After Effects, etc, I wish had an option for a fullscreen preview on a second monitor.
Often when I'm working on a project, I'm using a video display in a non-standard way, and being able to have an immediate real-time preview of what I'm doing is extremely helpful.
That's a niche reason, but why wouldn't everyone want the ability to have a full-screen preview while they work?
In photoshop you can go to Window>Arrange>New Window For...... which creates a duplicate of your image that shows the same things you do to your original image, though there is a slight delay for the changes to show.
Anyway you can put that on your external montitor.
Yes, once the new window is created, move it to the second screen, then hit CMD+0 for fullscreen view.

If you mean macOS native full screen mode (Spaces), Photoshop does not support it. (You didn't say.)

If you mean Photoshop's full screen mode, you can use the advice from others in this thread to pull it to another monitor. "F" is the shortcut and you can also find it in the View menu.
