Generative Fill Permission Issues on Mac

Hi there,
I've downloaded Creative Cloud Photoshop to my macbook Air. The Generative Fill function keeps coming up with an error message "Your system administrator isn't allowing access to this feature right now. Please contact them for more information." I have checked all the usual places with the help of ChatGPT and an Apple Tech. Nothing has worked. I've uninstalled and reinstalled as well.
As a last resort I created a new profile for myself on my mac and downloaded photoshop there. This time when it was starting up I noticed a permission pop up from Adobe that had something to do with using AI. Sadly I didn't grab a screenshot. But I said yes to this permission and voila! I can now use Generative Fill in my new profile. I have checked and compared all security settings in each profile and they are both the same, which leads me to think it's a permission within Adobe not my mac.
Can anyone help me fix this? Please.

When you first try to use Firefly (Adobe AI) features in Photoshop, you are prompted for permission. You may have accidentally denied yourself on your first account, but gave yourself permission on the second. If you reset your preferences, you will be given the prompt again, so that will likely address things on your original account.
