Getting Error When Using the Elliptical Marquee Tool....Why?

When I try to use the elliptical margquee tool in photoshop cc 2018 I get the following error, as you can see from the image

Does anyone know why this happens and what I can do to fix it?

I'd recommend that you restore Photoshop app preferences to default and let us know if the issue still persists?

I do not see 'app' preferences?

Is this when you create the selection, or try to do something with it afterwards. Not seeing that issue, but you are on an empty layer, but that shouldn't throw an error just making an oval selection.
