GIF: Unable to export as Web legacy

when saving to (export save to web legacy) in photoshop I am getting the following error message- "the operation could not be completed. The system cannot find the path specified"

Photoshop Version 23.3.1.426
Windows OS 21H1

I have not been able to reproduce error with other users. I have re-installed photoshop. I have imported presets that other users have been using on their adobe application, the GIF actually works for those users when exporting. I can save file as a 'save as' - creating a local copy on Cliff's desktop and then try again exporting the gif as web legacy but still failed for him with the same error. I have run adobe cleaner which removed adobe app's - clean removal basically. Those are the things that I have done so far. I can 'export as' which will export the GIF but what confuses me is the fact that you cannot do it as WEB legacy. I mean if the image format was incorrect for Web legacy why would it work for others and not him. So the file structure works but not for him. It also works for you. I don't have a license to run Adobe to try and replicate the fault as this may be useful. I will post on Adobe community now and see if I can get anywhere with it.

Yes the path was pointing to the wrong folder, the string was edited to OneDrive and PhotoShop can export web legacy again.
