The remove tool uses generative AI to put content in the place from which part of the image is being removed. Alternatives would be content aware fill or cloning if you want to control further the content that is placed in the area.
That said, there was an issue resolved in the past with unexpected objects appearing in the generated content. What version of Photoshop are you using? The current is v26.9.
