HAVE HAD THIS PROBLEM FOR 10 YEARS. Tools failing, select tool randomly selects zig zags, pen draw

Photoshop Tool Failure and crashing . Tools failing, select tool randomly selects zig zags, pen draws in zig zags, rectangle select locks, and no zoom feature. Adobe's solve is to use a previous stable version of PS, which does not work. Updating graphics driver does not work.
The only way to restart PS is to shut down via Task Manager or restart. Rebooting does not solve the problems; any past fixes are temporary.
I have had this problem for 10 years, multiple PC builds and PS versions. Running PS 2022. Some days PS is completely unusable.
  1. PS 2022
  2. PC Windows 11
  3. Basic steps to reproduce the problem: Drawing/normal use
  4. Tools failing, select tool randomly selects zig zags, pen draws in zig zags, rectangle select locks, and no zoom feature. Cannot delete layers.

That's a strange one, and not something I have seen in the 16 years I have been doing this.  It is particularly strange that it has persisted through moves to multiple different computer builds.  It seems obvious, but can you think of anything that is common to all these builds?  That could be third party plugins, hardware like graphic tablets and other specialist pointing hardware.

You can eliminate plugins by opening Photoshop while holding down the shift key.

Anything else that might help isolate the issue.  Does the same issue persist across current release and beta versions? Does it happen with V22?

You need to remember that there are now in excess of 37 million people using legit, paid for, versions of Photoshop, and your issue is not common.  So there is something particular to your set up that is behind it. We need to track down what that is.
