It seems you undocked the Options Bar. 

Try resetting your workspace (Window > Workspace > Reset …).

Are you referring to the undocked Options Bar or something else? You can create your own Workspaces, and also reset ones that you accidentally altered. Windows > Workspace

I never knew it could dock and undock. I just checked here, and saw a VERY subtle handle on the far left end (past the Home icon), and I could undock and move the Option bar around. The handle becomes a  short move bar on the far left, which I can see on your screen shot. If you drag it to the top of the screen, just below the menu bar, it will dock there as usual.
