Help on how to start a design

Hey everyone, I've got a quick question about a project I'm working on. I'm stuck on whether to use Illustrator or Photoshop, or maybe a mix of both. Any tips on where to start? Thanks a lot!

It will probably be much more difficult to implement such a design with Illustrator. That's why I personally would favor Photoshop.

(There are other alternative drawing programs from Adobe, but these were not initially in demand).

A graphics tablet and the use of various brushes is probably a good start.
