I've been making gifs for some time (it is something that I do for my job) and my chosen method of doing so involves:
> taking my screen caps from whichever video clip I'm making a gif of
> loading screen caps/files into stack
> create Frame animation
> make frames from layers
> set time delay of 0.05
> convert to video timeline
> convert for smart filters
> smart sharpen
- at which point I colour and sharpen my gif then save it. This has always worked for me and my gifs have been timed properly and looked great. Today, however, when I signed onto photoshop and began to make a gif, I was unable to set the frame delay at all right off the bat. I tried uploading various different files into stack and all of the gifs looked sluggish and choppy. No matter what I seem to do in order to try and address this issue (and I have been trying for hours now), I am unable to solve the problem I am experiencing with setting a natural looking frame delay. Would anyone be able to help me out in potentially troubleshooting what's going on because I'm honestly at my wits end. I have inserted an example of how slow my gif looks - much slower than what looks natural. I can set the Frame delay to anything at all - from 0.03 to 0.07 and it still looks exactly like this and moves at exactly this speed.
I updated my Creative Cloud account the other day when the option was offered, including an update to my version of photoshop, if that means anything to anyone. This is the first time I have tried to create a gif since.

Hi, I am not having a problem here on an iMac, OS 10.13.4, with the latest version of Photoshop CC. Attached are .07 and .03 delay versions of your sample file. I followed all your steps. It sounds like you know what you are doing, but just double check that you are selecting all the frames before you change the delay so that all frames have the same delay - which you probably are.
What are you using to export - Save for Web? That's what I used. If you check everything over and nothing else works, you might try resetting your preferences.
