Home screen does not load when launching Photoshop 2020 on Windows

Hello. I recently encountered this problem: I could easily open and use Photoshop 2020 in Windows 7, but since I installed Windows 10 and want to run Photoshop, the home screen does not fully load and the buttons do not work. (As shown below)   what should I do? (I have to say that my computer RAM is 8 GB and Windows 10 64 bit is installed)
