How can I overlay a smoked glass effect over my photo

I have had photoshop CS6 for a while but only ever used it to touch up photographs.

Now I need to be able to take a photograph and add a clear smoked glass effect over it.

No idea where to start with adding this

Do you have a sample image you can show us? Clear smoked glass doesn't make sense. If its smoked then it wouldn't be clear?
