How can I prevent photoshop from moving the canvas while dragging with the mouse?

The typical scenario is that I will be drag a marquee selection, but the canvas moves to follow my mouse if I reach the border of the canvas. Is there a way to prevent the canvas from moving?

In the Preferences, int the Tools section, make sure the Overscroll box is un-checked.
