It would help to see the image. But I would suggest masking the dog then adding a curves adjustment layer to lighten the backgrouind and apply a radial gradient to that adjustment layer's mask.

It is funny.  My wife recently asked me about this as well.  As we have whippet named Roo that has a little following on Instagram!

I sat with her and tried various ways to had that soft glow or haze behind him.  And there are several ways to do.

One way is using the Quick Selection Tool to select the dog and then Select And Mask.  This will create a copy of the dog in a new layer.  Below that you can add a glow or haze in different ways.

1.) Duplicate the background layer and then take it into Camera Raw....  then use the Gradient Filter.  Drag it half way down or however low you want depending on how the animal is positioned.

2.) Duplicated the mask layer.  Create a blank layer under it and combine the two layers.  Then select the dog again and create a glow around the dog.  Then create a layer under that and combine those layers.  Then you can erase parts of the glow with a soft brush.  However, you have to be careful doing this as you want the image to look nice.

My choice would be the first way!

But this effect is super popular among DOGS WHO ARE INFLUENCERS ON INSTAGRAM.
