How do I get window size to change when I change image display size

I had the answer to this years ago and only through upgrades have I lost the way to make an image window size in Photoshop change to my zoom in or zoom out of the image. I've searched the faq's and pondered preferences and now am at a loss... I need help as now, window size is fixed and will not change when I change the display size of an image on the screen...

Try Preferences > Tools > Zoom Resizes Windows
