How do I make/find a paint splatter ring?

I've been trying to find a commercial use version of the PNG above but have had no luck at all. I would be willing to pay to use commercially (although not a crazy amount), and was wondering if anyone knew the source? And if I don't end up finding the original source, how would I create something like it?
